It is understood that neither the Great Northern nor

the Indo-European Companies' routes will be able to carry

Press traffic at the reduced rate, owing to their Concessionary

Governments refusing to sufficiently reduce their transit rates

for Press traffic, and the low tariff with Hongkong would only

apply to the cables of the Eastern and Associated Companies.

We do not think it right that because other routes

cannot reduce to the same level as the route of these Companieş

that the Chinese Government should have the power of stopping

reduced Press rates with the British Colony of Hongkong.

I am also writing to the General Post Office. If you

desire,I should be pleased to call upon you to discuss this

subject.
